Enugu North LG Chairman Presents ₦10.8bn 2026 Budget, Prioritises Road, Security, Healthcare, Human Capital Development

The council chairman of Enugu North Local Government Area of Enugu State, Dr. Ibenaku Harford Onoh, has presented the 2026 budget appropriation to the legislative council of the local government area.


The budget, which is tagged Budget of Continued Growth and Consolidation and put at ₦10,800,000,000 was presented on Wednesday during a plenary session attended by councillors, heads of departments and other stakeholders in the council.


Presenting the proposal, Dr. Onoh stated that the 2026 budget was designed to consolidate achievements recorded in the year 2025 while scaling up development across the 13 wards of the local government.


He stated that priority areas in the budget include road infrastructure, grassroots security, healthcare delivery, youth empowerment and digital governance.


He also reviewed the 2025 budget performance, stating that the council recorded significant revenue and highlighted areas of growth and improvement.


He acknowledged that the council’s internally generated revenue recorded notable improvement of over 100% due to the introduction of digital revenue collection platforms as well as other innovations of the council in 2025.


On the performance of the 2025 appropriation, Dr. Onoh also stated that the council delivered key projects in the fiscal year, which include the reconstruction of major roads at European Quarters, Hilltop and Coal Camp, Ukwa Street Ihewuishi as well as other infrastructural interventions,  upgrade of the LGA’s security architecture through the reorganisation of the neighbourhood watch into The City Watch.


On the 2026 budget appropriation, the chairman stated that the projected revenue would come from statutory allocation and related transfers, VAT, internally generated revenue and counterpart funding through public-private partnerships.


According to him, “On expenditure, recurrent spending is estimated at a portion of the budget, while capital expenditure takes the larger share, with over half allocated to the economic sector. Planned projects include completion of the transport terminals at Aria Market, expansion of solar-powered streetlights, construction and reconstruction of identified urban roads, establishment of 2 sports centres, healthcare interventions and youth skills programmes.”


On the developmental importance and impacts of the budget, Dr. Onoh also stated that all the projects, policies and programs seen in the budget are geared towards complementing the efforts of Governor Peter Ndubisi Mbah who is setting the broader standard for LG Councils to follow. 

Reacting, the Leader of the Legislative Council, Rt. Hon. Chizoba Nnamani, said the budget would be carefully scrutinised in the interest of residents, with delay in its passage.
