As a seasoned civil society practitioner spanning over a decade with thrilling records of highly successful project implementation history, I am deeply excited with the impressive first leap of our dear Council chairman, Hon Uchenna Okolo and Dr Uchenna Ezediuto.
This is a clear indicator the council chairman is highly knowledgeable about project management and he came well prepared like his counterparts at the sub-national level, His Excellency Dr Peter Mbah.
Interestingly, we in the civil society community prioritize project baseline mapping because we understand the fact that quality project baseline survey is the fundamental foundation of successful project implementation and that's why I was so excited about the ongoing community need assessment exercise.
In the civil society community, we strongly believe baseline survey is the only systematic process to determine gaps between current conditions and desired wants to enable the project coordinator address core priority needs of the people.
The discrepancy between the current condition and wanted condition must be measured to appropriately identify the need and it is then used for the development of long and short term people centered programs and projects, these basement helps in determining the most effective project implementation framework.
In Project Management, needs assessment is undertaken before program or project work begins and the gap analysis compares the financial and technical strength of the organization against the existing situation and target outcome in relative to the organizational goals, realities, and constraints and this enables the project coordinator to strategically plan the most effective trajectory to transform his vision into results.
Against this backdrop, the ongoing community project identification exercise embarked by the administration of Hon. Uchenna Okolo has sincerely underscore the clear purpose of his administration is to foster unprecedented people oriented transformation across the length and width of Awgu Local Government Council.
Undoubtedly, the ongoing baseline surveys are aimed at clearly defining the starting point of his project implementation plan, identifying priority project that will most impact on the good people of Awgu Local Government Area which are realizable within the limited resources of the council and as well enable him to closely monitor and accurately measure performance of his government to ensure progressions and his vision are in track and the targeted goal of Enugu State Government are in view.
More importantly, the project baseline will give him the leverage to control and manage his schedule, cost and project scope.
We are not surprised with the amazing developments at our dear m council because we all knew Hon. Uchenna Okolo is a seasoned estate developer and goal getter, so assuredly we are in a very safe hands and we strongly believe he will replicate what he has been known for, ONE DAY ONE PROJECT.
